Starbucks opens in Livingston

Fantastic to see another great occupier join the line up at The Centre, Livingston with Starbucks opening in units 305A and 305B. So far this year the teams at EYCO and Savills have secured 12 new tenants to the scheme, including Starbucks, Rituals, Sostrene Grene and Hollywood Bowl Group Plc!

New British Land appointments

EYCO have been appointed by British Land as joint letting agent on three retail parks in Scotland, following the company’s acquisition of Inshes Retail Park, Inverness and Central Retail Park, Falkirk recently. British Land have also appointed EYCO on Inverness Shopping Park.
Ian Whelan, Managing Partner commented “We’re proud to be able to grow our relationship with British Land with these new appointments, which are in addition to existing instructions at Fort Kinnaird Shopping Centre, Edinburgh and Glasgow Fort. These are major retail assets and the appointments will allow us to better advise our client across their Scottish holdings”.

Autumn Budget Statement – 2024 – Our Hot Take

Retail, Hospitality & Leisure (RHL) in England are to get a permanent business rates reduction. Good news for most, but certainly not for everyone.

Before the election, the property headlines suggested that Labour would abolish business rates (although they didn’t actually say that). Labour haven’t done that, but RHL properties in England with a rateable value less than £500,000, are now promised a permanent discount on their non-domestic rates multiplier (from 2026/27) BUT to be paid for by a higher rates charge for properties with rateable values >£500,000. In the interim there will also be 40% relief for RHL properties in 2025/26, subject to a cap of £110,000 per business.

Whilst the Government narrative is that the distribution giants will be supplementing the High Street with higher rates contributions, the threshold of RV £500,000 will capture many supermarkets, retail park occupiers and high-end / large retail.

There will be consequential funding for Scotland, but previously the Scottish Government have failed to pass on any of the additional NDR reliefs awarded in England, particularly for the hospitality sector. The Scottish Government already have plans for a Supermarket rates levy so any suggestion of a further business rates multiplier supplement will be a concern. If the Scottish Government fail to pass this policy on, it will only create a wider divide and sense of unfairness amongst RHL occupiers .
